She challenged Mr Davies, who is Tory spokesman for Education, to take a stand against his party and commit not to steal school breakfasts from children in Pembrokeshire.
Joyce said: "I am shocked that the Tories are threatening our free school breakfasts.
"They have been a great success, with 1,000 Welsh schools signing up for them - two-thirds of Welsh primary schools.
"The Tories try to pretend they are no longer the nasty party, yet priorities like this and their pledge to give money to the richest families in the UK prove they haven't changed.
"Whatever Cameron comes out with, you can't airbrush injustice.
"The older among us will remember when Margaret Thatcher took away free school milk and became known as Thatcher - milk snatcher. Now he runs the risk of being known as Paul Davies - Cereal killer."
Lottery Awards
Joyce watson is also calling on the people of Pembrokeshire to nominate their favourite Lottery-funded project for The National Lottery Awards 2010.
The National Lottery is encouraging these projects, and the thousands like them across the UK that have received funding over the past 15 years, to enter the Awards and gain recognition for their work.
Joyce says: "I have visited fantastic local projects, and this is a great way for them to get the recognition they deserve.
"I've worked closely with last year's Awards semi-finalists Construction Youth Trust, who work with local employers across South Wales to encourage young people to join the construction industry."
Lisa Nelmes of Construction Youth Trust says: "Taking part in The National Lottery Awards last year was a great experience. We reached the semi-final stage, and being involved in the Awards helped us to raise our profile, engage with the public and celebrate the work that we do. The support that we received from the community was fantastic."
